ADELAIDE, Feb 5 AAP - South Australian Premier Mike Rann will meet business leaders
and school principals to ensure no delays in projects flowing from the federal government's
$42 billion stimulus package.

After Thursday's Council of Australian Governments (COAG) meeting in Canberra, Mr Rann
said tackling the global financial crisis must be viewed as the economic equivalent of
wartime.

"It's a war we have to win to save Australian jobs," he said.

A Christian pastor is hoping to be one of the first civil partner celebrants in Queensland
under the state's brand new Civil Partnerships Bill, passed earlier this week.

LEIGH NEIGHBOUR has presided over hundreds of partnership ceremonies for gays and lesbians
at Brisbane's Metropolitan Community Church.

Rev NEIGHBOUR says he's already read over the new bill and plans to apply through the
marriage registry as soon as he's able.

He says he would love to be the first person to marry a same-sex couple in Queensland
under the new laws.

21 March 2011 - German media group ProSiebenSat.1 Media AG (ETR:PSM) and RTL Group SA (EBR:RTL) will appeal against the decision of the German Cartel Office to reject their plans for a joint Internet content platform, daily Handelsblatt reported citing sources close to the companies.
A spokesman for RTL told Handelsblatt that filing an appeal against the decision of the German Cartel Office is a serious option. ProSiebenSat.1, on the other hand, is still examining the ruling of the cartel watchdog, the daily wrote.

RTL and ProSiebenSat.1 have four weeks to appeal against the ruling of the Cartel Office.

Last Friday, the German Cartel Office decided against the planned joint Internet content platform of the two companies. According to Andreas Mundt, the president of the Cartel Office, the joint Internet platform would strengthen the companies' dominance on the media market.

However, the decision of the antitrust watchdog was not surprising for RTL and ProSiebenSat.1 as at the beginning of the year the companies received a preliminary stance, according to which the Cartel Office sees antitrust problems in connection with the planned video platform.

According to Handelsblatt, the two companies see the ruling of the Cartel Office as not significantly dramatic but as irritating.

ProSiebenSat.1 and RTL aim to launch a joint Internet content platform for catch-up TV, which will grant customers free access to TV content up to seven days after it appears on TV. The Internet platform is planned to be open to other interested stations and public broadcasters.

MELBOURNE, Dec 8 AAP - A Melbourne schoolteacher who suffered a life-threatening stroke
behind the wheel of his car last month is already back in the classroom.

David Baker, 68, was running an errand for his daughter on November 4 when he hit another car.

After that, things got pretty vague.

"I was very conscious I was slurring my words and I was afraid people would think I'd
had too much too drink," Mr Baker said.

"It was the middle of the day."

He was taken to Box Hill Hospital, where the stroke team soon realised Mr Baker's stroke
was so severe it would require neurointervention at Royal Melbourne Hospital (RMH).

His wife Helen was warned that Mr Baker was likely to face a long stay in hospital
for rehabilitation.

But at the RMH, doctors used a special retrieval device called a Solitaire to remove
a three-centimetre-long blood clot from the cerebral artery behind Mr Baker's eye.

A stent was also inserted into the carotid artery in his neck which had narrowed.

Professor Peter Mitchell from the RMH says the efforts of both hospitals had ensured
a complete recovery.

"This is an outstanding success story and a great example of how our health services
work together to save lives," he said.

Four days later, Mr Baker was discharged from hospital and is now back at work to relate
the experience to his biology students.

FED:Greens won't block company tax rate cut

CANBERRA, Aug 1 AAP - The Australian Greens won't block attempts to bring down the
rate of company tax in the Senate, party leader Bob Brown says.

A policy document issued in March stated the Greens would return the company tax rate
to 33 per cent and broaden the company tax base by reducing tax concessions.

However, Labor has promised to reduce company tax to 29 per cent, and the coalition
to 28.5 per cent.

Senator Brown said although it would "squeeze" small business and services, the Greens
wouldn't oppose either move.

"We won't be blocking anything, the Liberals and the Nationals are the blockers," he
told Network Ten on Sunday.

"We always look to see where we can get improvement."

The Greens are likely to hold the balance of power in the upper house after the next
federal election, but Senator Brown said he would not be seeking a spot in Prime Minister
Julia Gillard's cabinet if Labor was victorious at the August 21 poll.

He also denied rooting for either party's victory.

"I want the Greens to win. We are not a faction or a preference machine or a ginger
group for either of the big parties," he said.

"They are more like each other than either of them is with us. They've got no vision."

But Senator Brown admitted that the almost constant leaking against Labor was beneficial
to the Greens.

"The Greens are showing a stability in this election campaign, as we've done in the
parliament, that both of these parties lack," he said.

The Greens national election campaign will be launched in Canberra on Sunday.

SYDNEY, Feb 15 AAP - For every baby that dies soon after birth in an Australian private
hospital, three die in the public system.

Women who give birth in public hospitals are also more than twice as likely to suffer
tearing, or that their babies will need resuscitation, according to the alarming findings
of a new study.

Associate Professor Steve Robson and colleagues examined the outcomes of almost 790,000
births which took place over four years, and about a third were in the nation's private
hospitals.

Dr Robson said he was shocked not only by the "striking difference" between the two
systems, but also by the results that contradict a common criticism of births in private
hospitals.

"There is often a lot of criticism in the medical press of rates of caesarean birth
and rates of the induction of labour - everybody says `Wow they're so much higher in private
hospitals,'" says Dr Robson, of the Australian National University Medical School.

"And if you take the literature at face value ... all of those things ought to up the
complication rate, (but) it was lower.

"We found that quite staggering."

Dr Robson says the study raises questions about the view that some in the medical fraternity
hold that "increased rates of obstetric intervention are bad for women and their babies".

"Our study suggests these things could be beneficial because the rate of babies dying
is about half in the private hospital, and the rate of serious maternal injury is less
than half," he said.

Dr Robson said differences in the health and socio-economic status of the mothers alone
could not explain the performance gap between public and private hospitals, and that further
research was needed.

"And it's not as though we've taken a small sample, we basically looked at every birth
in the country (over four years)," he says.

The study, to be published in the Medical Journal of Australia, reported women giving
birth in public hospitals had more than twice the rate of "severe perineal tearing", and
their babies were more than twice as likely to require "high-level resuscitation" at birth.

The neonatal death rate was one for every 1,000 babies born in private hospitals, compared
to three in 1,000 in public hospitals.

The study was also undertaken by Elizabeth Sullivan and Paula Laws from the Perinatal
and Reproductive Epidemiology Research Unit, at the University of NSW.

Australia's rate of caesarean sections has risen from a single digit per cent in the
1980s to now account for more than 30 per cent of all births.

Victorian Treasurer JOHN LENDERS says the state has a diverse and vibrant jobs market

Mr LENDERS has downplayed the significance of recent job losses on the economy .. saying
new jobs are being created in their place.

He's told ABC Radio more than 52 thousand new positions opened up last year .. more
than any other state.

Mr LENDERS says jobs will be stimulated by state projects like the channel deepening
project .. and construction of the north-south water pipeline and desalination plant.

And he says the 316 million dollar training reforms package .. announced yesterday
.. will also help retrain workers into new jobs to tackle the skills shortage.

NSW: Chopper searching for laser offenders targeted

SYDNEY, April 22 AAP - A police helicopter searching for laser offenders has been targeted
while on patrol in Sydney's west.

The PolAir helicopter was over Guildford about 10pm (AEST) last night when a green
laser penetrated the cockpit.

The officers raised the alarm, prompting units on the ground to search the area around
Harris Street, but no offenders were located.

The search was prompted by a similar attack on Sunday over Sydney's south when an air
ambulance helicopter was targeted.

A police spokeswoman said that aircraft was flying over Sylvania about 2am (AEST) when
a green laser was projected at it.

No-one was injured in the incident and no-one has been arrested.

Recent laser attacks have prompted the NSW government to move to outlaw the devices.

Under proposed legislation announced yesterday, high-powered lasers will be classed
as prohibited weapons, and possessing one without a permit will be an offence punishable
by up to 14 years in jail.

Police will also be able to frisk anyone suspected of carrying any laser, and anyone
unable to provide a lawful excuse for possessing even a low-powered laser could face two
years' jail and a $5,000 fine.

Col Rodgers, president of Aircraft Owners and Pilots Association of Australia, says
the attacks happen when aircraft are on their landing approach and could cause disaster.

"In a darkened cockpit, to have a bright light come into the cockpit and dazzle you
and could cause a lack of control," Mr Rodgers told Fairfax Radio Network.

He said the attacks were less of an issue at Sydney Airport because large jets landed
with auto-pilot but small planes and helicopters were under manual control.

"And like Bankstown (airport) is very busy 24 hours a day ... (an attack) could certainly
jeopardise safety and in a built-up area like Sydney it could cause a fatality."

Petrol ACCC (CANBERRA)

An inquiry by the consumer watchdog has found no obvious evidence of price fixing in
the unleaded petrol market.

The ACCC's report has just been released in Canberra by Assistant Treasurer CHRIS BOWEN
and Commission chairman GRAEME SAMUEL.

Mr BOWEN says it confirms there are some grounds for concern.

But importantly .. the commission finds the unleaded petrol industry in Australia is
fundamentally competitive .. with no obvious evidence of price fixing or collusion.

Mr BOWEN's told reporters there's no magic bullet that can bring down petrol prices
and increase price transparency.

Mr BOWEN says the government will honour its pre-election commitment to give the ACCC
permanent monitoring powers under the Trade Practices Act.

The commission will report to him once a year on petrol prices .. and the report will
be made public.



Economy Swan (CANBERRA)

Federal Treasurer WAYNE SWAN says a new era of financial discipline's needed to help
combat the challenge of rising inflation pressures.

And he says it's not just governments .. but ordinary families that need to be careful
with their budgets.

Mr SWAN says there's been upward pressure on interest rates from the inflation legacy
the Labor government's inherited.

He says the government needs to put maximum downward pressure on inflation .. and therefore
on interest rates in the long term.

He says the government must also address the two things stopping investment in the
country .. skills shortages and infrastructure bottlenecks.

Tablets (MELBOURNE)

Police have seized millions of pseudoephedrine tablets valued at about three million
dollars .. from a house in Melbourne's north.

Detectives from the drug taskforce raided the property in Epping in the early hours.

They found about five million of the pharmaceutical grade tablets .. along with 250
kilos of white powder .. 300 vials of steroids .. numerous bottles of methadone and about
200 litres of various chemicals.

A 36-year-old Epping man's been arrested and is expected to be charged with drug offences.



Whaling Aust Ship (CANBERRA)

Customs says an armed P and O boat that may be sent to the Southern Ocean to monitor
the Japanese whale hunt .. is no cruise ship.

The 105-metre Oceanic Viking has two deck-mounted machine guns .. and has been used
to patrol Australia's northern waters.

The Customs' website says it's a full-time contracted vessel .. with a proper medical
centre .. and a civilian crew and steaming party.

Greenpeace says it'd certainly support the government sending the ship south .. saying
the more scrutiny of the Japanese whalers .. the better.



Workplace Gillard (SYDNEY)

Workplace Relations Minister JULIA GILLARD has urged employers not to draft new AWAs
before the laws are changed next year .. but admits nothing can be done to stop them.

Federal cabinet signed off on three key planks of Labor's workplace relations policy
yesterday .. to begin dismantling the HOWARD Government's unpopular Work Choices legislation.

Ms GILLARD's told Southern Cross Broadcasting she can't change the Liberal Party's
laws until parliament comes together.



Saudi Rape (RIYADH)

Saudi Arabia's King ABDULLAH has pardoned a teenage gang rape victim sentenced to six
months in jail and 200 lashes.

The girl was 18 when she was attacked at knifepoint by seven men after she was found
in a car with a male companion who wasn't a relative .. in breach of strict Saudi law.

The male companion's also been pardoned.

The rapists have been sentenced to two to nine years in jail.



Sci Blackhole (WASHINGTON)

Astronomers say a "death star" galaxy is sending out a powerful jet of particles and
magnetic radiation .. that will obliterate any life in its path .. in a nearby galaxy.

They say the two galaxies appear to be merging and the disturbance in the magnetic
field caused by this movement may have awakened a dormant .. supermassive black hole in
one of them.

They have images of the deadly blast .. spurting out from a system known as 3C321.

Astronomers agree that both galaxies are likely to have planetary systems .. but no
life on any planet could survive the blast.

Fed: Those close to missing kayaker hold out hope

MELBOURNE, Feb 13 AAP - Those closest to missing kayaker Andrew McAuley are holding
out hope he will be found, his friend says.

New Zealand authorities yesterday called off a search for Mr McAuley, 39, which began
on Friday when he radioed a distress message.

His overturned kayak was located on Saturday 75km west of New Zealand's Milford Sound,
but no trace of him has been found.

That was to have been the final destination in his bid to become the first person to
kayak across the Tasman, after leaving Tasmania on January 11.

Ben Deacon, a friend of Mr McAuley, said today his family and friends were hoping for a miracle.

"The most difficult thing is that they haven't recovered Andrew yet and so it's very
hard to say goodbye," he told the Nine Network today.

The family will go see his kayak today, which could help provide some closure, he said.

"There's still hope that they'll recover Andrew," he said.

"They haven't yet, but they're still at least holding out hope he may be recovered.

"Whether he's alive or not is something that's almost cruel to expect the family to
(think about) at this point."

Mr Deacon said Mr McAuley's friends and family were amazed at how well he had rode
out a major storm.

"The message we got at the height of it was just the words `no picnic' and then a recorded
update of where he was, basically saying he was in good shape," he said.

"The messages after this were upbeat, they were accurate and they were from a person
who was in control of the situation, up until he told us that the batteries were going
flat in his satellite phone and don't expect to hear from him.

"So the fact he's vanished is a true mystery and we don't have an adequate explanation
for what happened to Andrew at this point."

Mr Deacon said his mate was an extraordinary fellow, who would rise at 5am, drive to
the Parramatta River, kayak 26 kilometres into Sydney Harbour and then don a suit for
work.

"He was like a regular guy who did extraordinary things and people who are stuck in
rush hour traffic this morning, have a thought for Andrew McAuley.

"It's just such a shame the country didn't get to know Andrew because he really was
quite an extraordinary man."

NSW: Police seized drugs worth $1.25 million from car

Police say they've seized drugs worth about one and a quarter million dollars from
a car near Wollongong.

They allegedly found two and a half kilograms of crystal methylamphetamine .. also
known as ice .. when they stopped and searched a car in Waterfall about 6 o'clock last
night (AEST).

A 27-year-old Wollongong man will appear in the local court today on drugs charges.
